Judicial Review Dismissed – Planning Approval for Peel Waters’ Basin3 Employment Campus Upheld
Peel Waters welcomes the High Court’s decision to dismiss the judicial review against Medway Council’s approval of the Basin3 development at Chatham Waters in Medway, Kent. This ruling confirms that the planning permission granted in November 2024 was lawful and that Medway Council’s robust decision-making process stands.
Situated next to Medway’s university cluster and the Waterfront UTC, Basin3 will transform existing brownfield land into circa 31,000m² of high-quality workspace that will help retain local talent by encouraging inward investment to create hundreds of new jobs and apprenticeships, attracting new employers into the area.
Hundreds of new jobs and apprenticeships
The development will cater to businesses in Medway’s target growth sectors, including creative, manufacturing and technology; life sciences; IT and digital, alongside dedicated spaces for start-ups and independent businesses; providing much-needed high quality space for Medway’s business community and supporting the area’s economic growth.
In addition to the employment space, a key factor of Peel Waters’ Basin3 development is to open up the waterfront to the public for the first time in the site’s history. The new tree lined promenade will stretch over half a kilometre along the water basin creating new walking and cycling routes and connecting Chatham Waters with the wider community.
More than £200million has been directly invested into Chatham Waters
The Basin3 employment campus is a key part of Peel Waters’ long-term vision for the wider, emerging Chatham Waters district. Since Peel Waters started work on regenerating the former industrial site, more than £200million has already been directly invested into the emerging neighbourhood that now includes over 600 new homes – 237 of which are affordable homes, a waterfront promenade, the Waterfront University Technical College, a family pub and restaurant, public realm and the ASDA superstore.
Leigh Thomas, Development Director at Peel Waters, said: “We welcome the decision to dismiss the judicial review and are pleased that Medway Council’s robust approval process has been upheld. This means we can now move forward with our plans for Basin3, transforming underused brownfield land into a modern, high-quality employment campus that will triple the number of jobs on site and attract businesses aligned with Medway’s growth sectors. We’re excited to deliver new opportunities for local people, integrate with the university cluster, and open up more of the waterfront for the community.
