2025 has been one of the most important and successful years yet for Wirral Waters. From the completion of the transformative and multi-award winning Miller’s Quay to planning progress across multiple neighbourhoods, Wirral Waters has continued to build momentum and deliver meaningful change for local people.
A Defining Achievement: Miller’s Quay Completed
The standout moment of the year came in March 2025 with the completion of Miller’s Quay – a landmark £130m residential development and one of the most significant regeneration-led housing projects in the UK.
Delivered by Peel Waters in partnership with Pension Insurance Corporation, Wirral Council, and Homes England, and designed by Howells, Miller’s Quay delivers 500 highly sustainable one- and two-bedroom apartments, including 20% affordable homes, helping to meet local housing need while setting a new benchmark for inclusive, waterfront living.
Beautifully designed with generous balconies, dockside walkways, micro-parks and exceptional public realm, the development has created a new community centred on wellbeing, place-based design and high-quality public space.
But its impact goes far beyond the buildings themselves. Miller’s Quay represents:
• £44m spent with local suppliers
• More than 1,000 construction jobs created
• £31m in Social Economic Return on Investment
• 75% of the workforce living within 30 miles
• 15 local people employed through the CRE-8 programme
• Over 400 students gaining hands-on experience through partnerships with Wirral Met College and Liverpool John Moores University
• It also achieved 45/45 in the Considerate Constructors Scheme, with judges praising its “exceptional commitment to community, environment and workforce.”
Miller’s Quay has already earned national recognition with a growing list of awards, including a Housing Design Award 2025.
Millers Quay is also now fully occupied, with all 500 apartments successfully leased, underlining strong demand for high-quality, waterfront homes at Wirral Waters. The development has become both a catalyst and a symbol of what can be achieved when the public and private sectors work together with a shared vision.
Planning Progress Across All Neighbourhoods
2025 also set the foundation for further delivery at Wirral Waters, with multiple projects being submitted and approved for planning – demonstrating growing investor confidence in the area.
Redbridge Quay Phase Two – Planning Submitted
90 new waterside homes proposed in this next residential phase, expanding the already successful Northbank neighbourhood.
Sainsbury’s Local – Planning Approved
A new 4,300 sq ft store bringing everyday amenities closer to new and existing communities.
David Lloyd Leisure – Planning Submitted
A high-quality health, fitness and wellness club set to bring premium facilities and jobs to the area.
Mea Park West Employment & Industrial Space – Planning Submitted
Proposals for over 170,000 sq ft of new employment floorspace and the repurposing of the Mobil building – reinforcing Wirral Waters as a major jobs hub.
Together, these schemes highlight the diversity and strength of the Wirral Waters pipeline – ranging from homes and leisure to employment, infrastructure and local services.
A growing business community
Across Woodside Business Park, Tower Quays and the wider Wirral Waters estate, the business community continued to grow and diversify in 2025. New arrivals included a specialist costume studio supporting the region’s booming film and TV sector, and a world class table tennis centre. They join an already thriving mix of local businesses including professional services firms, security companies, marine consultants, water efficiency experts and glazing specialists, reinforcing Wirral Waters as an increasingly dynamic hub for enterprise, innovation and job creation.
Looking Ahead to 2026: A Year of Delivery on the Ground
With planning activity strong and investor confidence high, 2026 is set to be a year of “spades in the ground” across multiple neighbourhoods. More visible onsite progress will:

2025 has shown what Wirral Waters can achieve when vision, collaboration and delivery come together. With Miller’s Quay complete and multiple schemes ready to start onsite, the next phase of regeneration is firmly underway.
